This initiative aims to boost Australia's manufacturing capabilities through dynamic collaboration between the public and private sectors. We encourage you to submit an EOI, highlighting your organisation’s potential contributions, your vision for partnering with the AMRF, and the mutual benefits you seek. At this stage, we only require a high-level overview of potential partnerships. Once your proposal is accepted, our team will work closely with you to define and scope the partnership.

To be considered for showcasing as one of the first partners at the AMRF Showcase, EOIs must be submitted by 30 June 2025. Some exclusive or limited opportunities may become unavailable over time. As such, we recommend that you submit EOIs as early as possible.
The Opportunity
The AMRF is seeking industry leaders, innovators, and relevant organisations to join us in a non-financial partnership initiative. Our goal is to build a robust and innovative manufacturing ecosystem by leveraging the strengths and expertise of our partners.
This TSP process is our first invitation to industry and relevant organisations to provide information on their services and/or technology. We are looking for ways you can contribute to the AMRF ecosystem through in-kind resources, such as hardware, software, services, and expertise. Unlike traditional procurement, this initiative focuses on collaboration without financial transactions. Proposals accepted through the TSP process will lead to AMRF partnership agreements.
To be eligible for participation in this TSP process, please ensure you meet the following criteria:
- Registered business: Your organisation must be a legal entity authorised to undertake the proposed partnership activities.
- Non-sales proposal: Your proposal does not involve the sale of your product or service. Sales opportunities are available through the AMRF’s periodic procurement activities.

A machinery manufacturer participates in a cutting-edge innovation project by providing the AMRF access to their equipment*. Through this strategic collaboration on the project, the partner is able to demonstrate their technology to market and enhance their brand reputation.
*The approach to equipment access is flexible e.g. consignment, lease, temporary shared use. The ownership of the equipment remains with the partner while the AMRF demonstrates its capability to market.
A technology provider offers the AMRF temporary access to a software solution for the delivery of industry projects. The AMRF uses the software to improve a manufacturing process for a customer, which validates the software capabilities to AMRF customers.
A software development company collaborates with the AMRF on a product development project. The AMRF integrates the partner’s engineering software into an existing system for testing. The collected data provides valuable feedback to the partner for product verification and improvement. The AMRF applies the developed software in an industry project to validate its performance.
An R&D tax incentive scheme expert is working with a grant writer through their partnership arrangement to advise on ways to leverage financial incentives for an AMRF project proposal. Their collaboration showcases their expertise and services, expanding their business prospects with the AMRF’s industry network.

The TSP Process
Ongoing Partnership Opportunities with the AMRF
The TSP process is open from now and will remain open indefinitely until closed by the AMRF in its discretion. All proposals for the same type of partnership will be evaluated against the same considerations, regardless of any existing business relationship with the AMRF.
The AMRF will continue to engage with interested parties for partnerships, though some of the exclusive or limited opportunities may not be available, including (without limitation) due to partnership agreements already in place.
As our capabilities and project requirements evolve, the AMRF may issue additional open calls for different types of partnerships and collaborations.
Considerations of potential partners
To be eligible for consideration for this TSP process, your organisation must be a legal entity authorised to undertake the proposed partnership activities, and your proposal must not involve the sale of a product or service.
Each eligible EOI will be evaluated against the following considerations:
- Applicability: Is the partnership and technology offering relevant and applicable to the AMRF and its activities?
- Feasibility: Is the proposed partnership arrangement feasible and compatible with the AMRF’s operations?
- Capability and capacity: Does the Respondent have the proven experience, capability and capacity to execute the proposal set out in the EOI?
- Value: Will the proposed partnership deliver meaningful benefits to the AMRF’s customers and enhance its service offering, and/or technical capabilities?
Summary of the process:
Evaluation Pathways
All proposals meeting the initial considerations will (if the AMRF decides to progress the proposal at its discretion) be directed to one of two pathways:
— Non-exclusive or unlimited partnerships: Respondents will be invited to participate in confidential partnership scoping discussions;
OR
— Exclusive or strictly limited partnerships: Respondents will be invited to participate in a competitive selection process, from which successful EOI Respondents will proceed to confidential partnership discussions.
EOIs that meet the initial considerations and are non-exclusive or unlimited will (if the AMRF decides to progress the proposal at its discretion) progress to confidential partnership discussions. These discussions will cover:
- Specifics of the partnership offer.
- How the prospective partner’s offering aligns with the AMRF’s activities.
- The reciprocal benefits the prospective partner seeks.
If both parties agree on the scope, they will negotiate the terms of a partnership agreement. There is no limit to the number of partnership agreements for non-exclusive or unlimited opportunities, so no comparative evaluation process is required for eligibility to enter into a partnership agreement. However, this pathway may also include cases where exclusivity applies but no competition exists. For instance, if the AMRF can accommodate only one machine of a particular type and receives only one acceptable EOI for it, the AMRF may decide not to enter into partnership agreements with any other suppliers for the same machine type until the existing partnership ends.
For exclusive or limited opportunities where there are more EOIs submitted than partnership opportunities available (e.g. two suppliers may offer the same type of equipment but the AMRF only has capacity to host one), the AMRF will establish a competitive selection process.
In AMRF’s discretion, Respondents meeting the initial considerations will be invited to participate in a targeted selection process with specific criteria tailored to each partnership offering. Confidential discussions will be held to scope each partnership in detail. The proposals offering the best value will be shortlisted for contract negotiation. Once details are agreed upon, a formal agreement will be signed with the AMRF.

We are interested in understanding what reciprocal benefits you are interested in through this TSP process to ensure that the partnership arrangements are tailored to your needs.

The AMRF Technology & Service Partnerships provide a pathway for organisations to access and collaborate with the AMRF via in-kind contributions. There is intended to be no financial transaction involved in partnerships as opposed to procurements.
All EOIs of the same type of partnership offering will be assessed against the same set of criteria, regardless of the Respondent’s existing business relationship with the AMRF.
The AMRF will evaluate EOIs against the considerations set out in The TSP Process.
Sales opportunities are available through the AMRF’s periodic procurement activities; however it is outside the scope of this TSP process.
The terms and conditions of accepted partnership proposals will be discussed and mutually agreed between parties on a case-by-case basis.
